One message-count target applies to each approved group/topic, shared by all bots. The model’s recent working context is separate.
This is a soft target. Unread messages, compressed notes and in-flight work stay protected. Protected history may keep a group/topic above the target; reducing it does not guarantee an immediate reduction in physical disk space.
